There are various reforms that should be pursued by countries that are expanding the vocational systems. First, the cost of training employees should be subsidized by the government and the issue of collective-action must be tackled. Second, qualification frameworks which give portable, recognized qualifications enhance the mobility of workers and their confidence by employers. Third, career advice must include precise information about pathway results, disproving hierarchies where university education is preferable to fit.

It is particularly significant when the incentives are by employers. The training infrastructure can be shared in sectoral partnerships across industries, which relieves small businesses of capacity pressures.
